Tough new littering laws have curbed the practice of handing out leaflets on the streets and at bus and tube stations to passers by.Companies wishing to conduct such a campaign now have to apply for a licence to do so from their local council. This has been common practice is all London boroughs for the past few years, but is now spreading throughout the country.
